Right to appropriate and high quality care and treatment

  • The patient has the right to receive healthcare services according to their health and medical needs. These services include preventive health care should be available and accessible to all and to be provided without any discrimination.
  • The patient has the right to be addressed immediately in all cases, especially in cases of medical emergency.
  • People are entitled to get the care and treatment regardless of social status. That care must be accessible to the public and in accordance with professional standards.
  • The patient has the right to benefits precise care with respect. These services should be fair, humanitarian, without discrimination and regardless of skin color, gender, nationality, occupation, religion, and the source of payment.
  • The patient has the right as far as permitted by law, to refuse treatment and has the right to be informed of the consequences of his decision.
  • The patient has the right to do not accept examination and supervision by people who do not participate in care directly.
  • The patient has the right to benefits coordinated and continuous health and medical care.
  • The patient has the right to expect that care will continue. In addition he must know which doctors, where, how and in what time can access.
  • The patient has the right to have the cooperation of all health care providers and institutions that are active in this field in order to continuation of health care.
  • Every patient has the right to examined, educated, and treated with respect to his personality and private environment. This means that any intervention should be done only in the presence of those involved in his care directly.

Right to have information

  • The patient has the right to receive complete information about his illness and treatment from physician. This description should be understandable for the patient. This information may be provided to the appropriate person that the patient has been introduced.
  • The patient has the right to get necessary information from his doctor before starting treatment for signing the consent. This information includes specific diagnostic and therapeutic procedures, treatment complications, and probable disability duration for informed consent, except in emergency medicine. Although this information is not limited to these cases.
  • When there are other ways of treatment or when the patient request information regarding other treatment methods, this information to be provided simple and understandable.
  • The patient has the right to know the name of persons who are responsible for his diagnosis or treatment.
  • The patient has the right to get information about any hospital communication with other health and medical care organizations and educational centers where is concerned his treatment.
  • The patient has the right to expect obtaining services that he requests. The hospital is required to assess the patient’s condition and referring patient to other medical centers according to the urgency. If giving medical information to the patient is allowed doctor should explain the need of transport and other ways that can be done instead of transmission.
  • The patient has the right to be informed of hospital rules and regulations that is true about him.
  • The patient is entitled legally to participate in all decisions about his health and medical care.
  • Health care workers should teach patients how take care of themselves to be informed of their basic needs to achieve a good level of health.
  • The patient has the right to be informed of all his rights at all stages of care.
  • The patient has the right to be notified of all those medical and health service providers identity and expertise.
  • The patient has the right to informed about experimental treatment programs of medical center as far as it is concerned his treatment. Moreover he should be notified of available treatment ways in other medical centers.
  • Before transferring the patient to another medical center, the reason of transmission must be explained for him. If the patient does not agree he has the right to consult experts.
  • The patient has the right to be informed of his discharge at least one day before it. He has the right to consult with the experts about the time of discharge.
  • The patient has the right to copy his medical records in discharge time. In addition, he should have convenient access to his medical records.
  • The patient has the right to check the bill of healthcare services that has received regardless of the paying source and ask the explanation about it.
  • The patient has the right to receive a full explanation on how to receive financial assistance from public and private sources, in order to pay for hospital services.
  • The patient has the right to receive accurate and complete information about his treatment program. This information should be understandable for him. If necessary, interpretation of this information should be provided for free.
  • The patient has the right to check and study his medical records by making an application.
  • Patients, who cannot speak the local language, have the right to access an interpreter.
  • The patient has the right to consult with experts about his medical condition with paying costs by making an application.
  • The patient has the right to get adequate information about health services such as drug costs, medical services, surgery, and etc.
  • The patient has the right to choose people who need to be aware of the details of his illness.

Right to information confidentiality and respect the privacy

  • The patient has the right to be observed having privacy of personal information in connection with hospital staff, other practitioners (except physicians), residents, interns, medical students, specialists, nurses and other patients.
  • The patient’s privacy should be respected during the medical care. Talking about the consultation, examination and treatment is confidential and should be performed carefully.
  • The patient has the right to expect that all communications and records pertaining to his care kept confidential.
  • All information contained in patient medical records should keep confidential except for legal or insurance companies. Also the relationship between patient and health care providers, either written or oral, should keep confidential.
  • The patient has the right that the paying sources for his care and treatment costs remain private.
  • Protection the confidentiality of patient medical records information must be observed when processing data and convert them into electronic forms.
  • Patient has the right to have privacy during the meeting.
  •  Patient has the right to access his relatives over the phone or visiting them during hospitalization.
  • Patient has the right to get all services, either medical or educational, in peaceful and private space.

Right to informed consent

  • Consent is a new and important attitude and is created as a responsibility principle in medical law. This theory implies that each wise and mature person has the right to take the decision about needed treatment. In fact, every mature and competent person should be aware and satisfy of any treatment that considered for him and obviously it would be a crime without his consent.
  • The patient has the legal right to get clear and brief description of the proposed treatments. This description includes the effects of treatment, problems that usually occur after recovery and the treatment likelihood of success. The patient should know that he will not be under any treatment without his informed consent.
  • The patient before signing the consent has the right that the current situation and the consequences of his treatment to be evaluated clearly.
  • The patient has the right to get complete information about his illness, physician recommended treatment, complications of offered treatment, and other available therapies prior consent.
  • Patient’s privacy should be respected during medical care. People who are directly involved in patient care should get permission for his interview and examination.
  • The patient has the right to have privacy during his interview, examination and treatment.
  • Informed consent is a prerequisite for obtaining any medical intervention. However, every patient has the right to refuse medical intervention or to stop it, except when not being treated leads him to be a threat to society.
  • The patient has the right to declare his consent or discontent about giving his members for organ transplantation to other patients.
  • If that is not possible to obtain consent from the patient and medical intervention is necessary, no need to obtain consent from him unless the patient has banned the therapeutic intervention before.
  • In cases where a legal representative or patient counsel oppose with the treatment that is appropriate medically the doctor is obliged to consult with patient legal representative and in cases of emergency, despite opposition from them, the best action should be performed.

Right to decide freely

  • Every patient has the right to decide freely about his issues, a doctor is required to notify the patient of his decision consequences.
  • Each wise, mature and aware patient has the right to accept or reject any treatment or diagnostic process. Every patient has the right to get information in order to make decisions about his treatment.
  • In cases where the patient has lost consciousness or is unable to express his desires and demands, the consent should be taken from him or his legal representative whenever it is possible
  • Patient has the right to leave the medical center regardless of his physical and financial status. He must sign a letter of discharge before leaving the hospital which is explain that he leaves there against doctors advise.

Right to have peace

  • Patient should be subject to the relieve pain and suffering actions.
  • Every patient is subject to high level care
  • Patient has the right to refrain from long painful tests.
  • Every patient has the right to get spiritual assistance for peace of mind.

Right to complain and compensation

  • Patient has the right to complain if his legal rights are violated.
  • Patient has the right to protest about health services. These complaints should be investigated and responded reasonably.
  • Every patient has the right to get awareness about compensation arising from incorrect, incomplete and delayed information.
  • Patient has the right to seek a quick investigation in all cases, especially in cases of medical emergency.
  • All patients have the right to access their counsel in all time that can comment on their behalf and defend their right
